Encinitas voters can get a free, nonpartisan breakdown of state and local ballot propositions at a public forum Saturday, Oct. 10.

The League of Women Voters of North County San Diego (LWVNCSD) will walk attendees through each measure from 10 a.m. to noon at the Encinitas Community Center Ballroom, 1140 Oakcrest Park Dr. Presenters Carol Parker and Karen Vanderwerken will explain what a "yes" or "no" vote means on every proposition, according to an announcement published in the San Diego Union-Tribune.

The Del Mar-Leucadia and Carlsbad-Oceanside-Vista branches of the American Association of University Women (AAUW) are co-hosting the event.

County elections officials must begin mailing vote-by-mail ballots no later than Monday, Oct. 5, five days before the forum, according to the California Secretary of State.

California's Nov. 3 ballot includes 14 state propositions spanning housing bonds, tax policy, election rules, healthcare research and environmental review, NBC Bay Area reported. Among them are Proposition 1, which would authorize bonds for housing affordability programs, and Proposition 39, which would require government-issued identification to vote.

The LWVNCSD presentation draws on California Secretary of State materials to outline each measure's background, fiscal effects and the main arguments for and against it.

Beyond state propositions, Encinitas voters face three local races on the Nov. 3 ballot: mayor, City Council District 3 and City Council District 4. Six candidates are running in those three races, according to a separate Union-Tribune report.

"Many voters think they don't need help in understanding ballot measures, but often propositions are deliberately written in misleading language to fool voters," AAUW and LWVNCSD member Norelynn Pion-Goureau said in the announcement.

The last day to register to vote for the Nov. 3 general election is Monday, Oct. 19. The Oct. 10 forum is free and open to the public.
