The Encinitas City Council will review progress on 76 annual objectives at a special meeting Wednesday, Sept. 9, at 5 p.m.

The session at 505 South Vulcan Avenue is the final quarterly checkpoint on the council's FY 2025-26 workplan. According to a staff report prepared by Deputy City Manager Mike James, 59 of the 76 objectives are rated green, meaning completed. Seventeen are yellow, indicating some progress but still incomplete. None are rated red.

The council last received a workplan update on Wednesday, April 22, when staff presented third-quarter results. City Manager Jennifer Campbell oversees the workplan process.

The council set its FY 2025-26 priorities at a two-day strategic planning workshop on Feb. 24 and Feb. 25, 2025. Six focus areas emerged: public health and safety, city services and infrastructure, mobility and transportation, environmental stewardship, community character and economic vitality, and responsible development under the General Plan.

Among the specific objectives tracked in the report: a consultant contract for updating the city's Circulation Element and Active Transportation Plan is expected to come before the council in September 2026. A microtransit study is underway, with a recommended program planned for fall 2026. A second community workshop for the Quail Gardens Park Site was held Saturday, June 20.

Wednesday's recommended action calls for the council to receive the report and provide direction. Any objectives that carry over will fold into the FY 2026-27 workplan, which staff plans to present in October 2026. The report states the review itself has no fiscal impact, though council direction could change that.

A regular City Council meeting follows at 6 p.m. the same evening. The next regular meeting after that is Wednesday, Sept. 16.
